voting rights, especially if the effort is going to fail. i think you ve heard some of that hesitance from people like jon tester, who says he s not crazy about a carveout for voting rights. you ve married mark kelly, democrat of arizona, who s in one of the marquise senate races have said something similar, some sort of pause about blowing up the filibuster. they are the public face, but there are some people behind them. but the overwhelming majority of senate democrats, overwhelming, want to change the rules to want to either blow up the filibuster, change that 60-vote threshold, or blow up the rules and change the rules to pass voting rights. what schumer has to do in addition to manage his base outside the capitol is manage his base inside the capitol. his constituency inside the capitol, those 49 senate democrats, he s playing to the vast majority of them. and i think that s how his world sees these moves. it seems, though, jonathan, it s a very tough call for the president, ri
i know it s complicated because the rules are arcane. explain it as best wuk. what schumer was talking about the way it used to be in the 1970s before the rules were changed. you actually had to hold the floor and talk. then the rules were changed and a minority could simply vote no without taking the floor. i talked to senator joe manchin, and he says he supports a talking filibuster. he is open to that as well as other rules changes such as requiring three-fifths of those voting to break a filibuster rather than 60 votes flat. katy, the reality is the puzzle with joe manchin is he s supportive of a modest rules change. he s not supportive of a significant enough one that would enable passage of voting rights because the way for a talking filibuster to do that would be if the minority were able to be shamed to backing off
manchin to sign on. now, they reworked it and now you will see a unified senate democratic caucus that is kind of what schumer is trying to do here. all 50 senate democrats are supportive of voting rights reform. so white house officials as we talked about earlier in the show are eager to move. it s time to go and move forward infrastructure and social spending packages. time to get the reconciliation package wrapped up. walk us through it. what the steps they are taking to get a deal done quickly. is there a hurry timeline possible? you know there are negotiations are ongoing, pelosi on one side and chuck schumer on the other and the white house is the third leg of this triangle. they re all trying to get a deal. there is a pretty big gulp there. the white house is trying to go
what s known as reconciliation, so just with democratic votes. leader schumer and house speaker pelosi say they won t do that. are you ruling out raising the debt ceiling with only democratic votes through reconciliation? the republican leader in the senate, mitch mcconnell, is playing games with a loaded weapon here. he s demanded the filibuster be applied to the debt ceiling. it may be the first time in history that s happened, and we have been warned by not only the treasury secretary but by all the financiers across america this would be deadly to our economy. it would cost us 6 million jobs. why? what schumer said to mcconnell is, if you re not going to lead, if you re not going to follow, get the hell out of the way. let the democrats accept the political responsibility of extending the debt limit and mcconnell said no. he is doing it at the expense of this economy. we re going to get this done and
