The Bay Area Air Quality Management District voted overwhelmingly on Wednesday to require refineries including the Chevron and PBF facilities in the East Bay to reduce the amount of air pollution they emit by installing expensive particulate scrubbers.
Environmental and community activists as well as many of the regulatory board’s own directors praised the move as one that will help cut emissions and curb health problems in the predominantly Black and brown neighborhoods closest to the plants.
