Our objectives for water supply adopted in 2008 by the commission is to survive a specific eight and a half year plan scenario from 1987 to 1992 followed by 197677 backtoback with no more than 20 rationing. Theres a lot in that and that means at the end of the drought were down to zero water. Thats survival. Thats not being able to do anything else in the future.
