A nineyearold boy handcuffed and beaten to death by his mothers boyfriend over a piece of birthday cake. The boyfriend has arty been charged, but now a mother and uncle have been charged. Tom roussey has the tragic details that have unfolded. Tom this ca only horrified but also angered the entire community. They are facing very serious charges. There is no longer just one person in charge of the abuse of nineyearold jack garcia. Now there are three, including his own mother and uncle. Today, they were arrested after the police say they learned they were planning to leave this hagerstown apartment and had to the west coast. The police say both had participated in past physical abuse of jack. They face the same charges, seconddegree murder and child abuse resulting in death. The arrest came one day after hundreds atte
