Piddington called for an explanation from Mackey for what he called the council ending up “in a mess” as it missed its statutory June 30 deadline for the adoption of the plan. Mackey said when they looked at the details in a final analysis, corporate activities as a group of activities was not in the draft. This had to be amended. Also, a cut in funding from Waka Kotaki NZ Transport Agency and the flood at the end of May complicated matters. A council staff report said addressing Audit NZ’s concerns had required considerable work restating each group of activities’ Funding Impact Statement (FIS) to reflect 90 per cent capital delivery.

Laura Brown appeared in the Palmerston North District Court on Wednesday, where her application for a limited licence was granted. Judge Lance Rowe said he was satisfied not granting Brown’s limited licence application would lead to extreme or undue hardship. No further details were given in court. Outside court Brown confirmed the licence was so she could go to work, but she declined to comment further. At the time of the fatal crash she was a Waka Kotaki NZ Transport Agency employee. She was also driving alone, with no L plates displayed, in breach of the learner licence she held for nine years.
