“This recurrent cost arises where defects due to poor design, workmanship or materials are being corrected at public expense.” The submission also seeks clarity from the council over if and when it assumed full responsibility of the event centre after construction. If the council did not take on that full responsibility for all future costs, “then the defects and costs accrued to date need to be examined carefully.’’ The submission claims that there had been expenses for repairs and replacements which should have been met by initial contractors and have been paid by the council which would later affect the event centre ratepayers and users.
