guidelines for voter intent are constitutional. most florida counties did file the recounts on time. a few did not. including one heavily democratic county. the county finished counting, but missed the deadline by mere minutes. the deadline for the hand recount is sunday. cnn s jessica dean as more from florida. reporter: good morning, dave and christine, from palm beach where they hope to get started on the hand recount today. let s zoom out and give you the big picture across florida. they will go through a hand recount for the incredibly close .15% senate race which was triggered yesterday. in palm beach county, they were one of three counties that did not get the second recount numbers in. here in palm beach, they blamed it on the machines. they said they were old and breaking down and overheating. they simply were not able to get

over and under ballots set aside on election day before they could get started. so in miami date hand counting started last night. broward just finished. in palm beach county, they began around noon. these are the 20 teams each team with two people of the hand counters that are now examining and assessing voter intent on all of these ballots. they will be here as long as it takes. they don t have as nearly as many ballots to go through as well. so they re looking at the over and understood ball lots. that s where the machine rejected them because a voter picked more than one candidate to win. republican governor rick scott is ahead of bill nelson by 12,500 votes, under the automatic trigger. but his campaign again calls on
