Vermont Republican Governor Seeks to Give Non-Citizens Voting Rights in Local Elections
Vermont Gov. Phil Scott (R) is asking state lawmakers to pass an elections law that would allow non-citizens across the state to vote in local municipality elections.
Scott vetoed two pieces of legislation that sought to give non-citizens the right to vote in local elections in Montpelier and Winooski, Vermont. However, he said he is not opposed to the plan but wants state legislatures to send him a bill that would give non-citizens the right to vote, statewide, in local elections.
This is an important policy discussion that deserves further consideration and debate, Scott wrote in his vetoes:

it s fine to do stuff that is within your purview. but if you are doing things that clearly are violations of the state constitutions, then that is a problem. tony everest campaigned on citizen s access to health care. can they circumscribe his ability to do that? that would be taking away gubernatorial power by a legislative branch. that is a separation of powers question that will be answered in court. whether you like or don t like on what they campaigned on, citizens get the last word. they voted. this not supposed to be a legislative coup, which is what the legislature in both states are attempting to do. can i just say one other thing, s.e. you re seeing, this happened in north carolina a couple years ago with roy cooper. they circumscribed his ability to make appointments.
we see that the catastrophic, like the murder last night of the two police officers who were executed or the guy who was putting gas in his car down in louisiana or texas. we see that but we have also seen instances lately for instance the police officer who went in to get a cup of coffee and someone wrote on black lives matter or something on the cup. another one was denied service down in florida because he was a police officer. nonlethal things being done to police officers as well as lethal. i having said that how do we sort of unravel the ferguson effect where so we start getting to the point where more people are taking a look at police officers and sort of, you know diffuse that war? well, we tell the truth like did i a year and a half ago and created a storm of anger at me when i said that, you know, 99% of these murders that occur, 99.9% are citizen on citizen. and police officer shootings are rare when police officers shoot people.
