Bruce Smith and Cordish Companies have proposed a project on a 90-acre site. Petersburg residents will still have to vote on whether to allow gaming in their city through a referendum on the November ballot.
The proposed $1.4 billion "entertainment district" includes a casino, two hotels, 1,300 residential units, entertainment plaza plus retail and dining spaces. Cordish was chosen from a field of five companies.
