Hoffman United States Courthouse. File photograph, August 2019. A Chesapeake doctor who admitted to giving prescriptions to people he hadn’t examined was sentenced Tuesday to two years in prison. Dr. Lopito Bugarin, 66, pleaded guilty in August to one count of distribution of amphetamine as part of a plea agreement with prosecutors. He was sentenced Tuesday by U.S. District Judge Robert G. Doumar. The judge also ordered him to pay a $10,000 fine and serve three years of probation after his release.
