Is a village government necessary for Victor s future? Cities and villages were designed by law to provide a full range of services; more importantly, essential services. The community residents voted to incorporate the area and created a municipality to provide these essential services. These municipalities are afforded unique statutes and laws, not found in quasi-municipalities. Examples of quasi-municipalities are counties, towns, school districts and fire districts which provide limited services or a single service.
For 10 years, the village of Victor’s government tax rate was $4.35 for every $1,000 assessed of your property value, of which 97 cents was budgeted for the fire department. After the fire department separated and became its own quasi-municipality fire district, the tax rate should’ve gone down by 97 cents to $3.38.
