April 30, 2021 – This week the Small
Business Administration reopened the Shuttered Venue Operators
Grant program. It also announced it would open the Restaurant
Revitalization Fund on May 3. There were no fiscal stimulus
legislative proposals of note this week.

SBA to Open Restaurant Revitalization Fund
On April 27, the Small Business Administration announced it will
begin accepting applications for the Restaurant Revitalization Fund
(RRF) on May 3, and will open registration for the program on April
30. The online application will remain open to any eligible
U.S. Sen. Ben Ray Lujan (D-NM) will be in Alamogordo on the afternoon of Monday, May 3.
At 3:30 p.m. Lujan will visit the Flickinger Center for Performing Arts to discuss the Shuttered Venue Operators Grant Program.
The Shuttered Venue Operators Grant Program provides emergency grant funds to eligible venues affected by the COVID-19 pandemic.
The Flickinger Center is one of many venues that has lost revenue due to canceled events and facility rentals, the Center s website states.
The Center is holding a fundraiser campaign called Keeping the Lights On and is currently hosting 12th Judicial District jury selection to help maintain social distancing during the jury selection process.

Congress created the Restaurant Revitalization Fund (Fund) as a part of the larger American Rescue Plan Act of 2021 ( H.R. 1319) (Act), which President Biden signed into law last month with $28.6 billion allocated to the Fund under the Act. The U.S. Small Business Administration s (SBA) grant program, created under the Act s authority, will begin accepting applications on May 3, 2021 at 12:00 p.m. EST. In anticipation of the application window opening, the SBA is encouraging all qualifying food-service operators to begin registering for the program on April 30 at 9:00 a.m. EST when the registration window is scheduled to open. Because the SBA anticipates a great demand, prompt attention to these deadlines is required to successfully obtain monies from the Fund.
ASTA Launches Campaign in POLITICO Aimed at Increasing Awareness in D.C.

The American Society of Travel Advisors (ASTA) on Thursday announced the launch of a new digital campaign that it hopes will raise awareness for travel advisors in Washington D.C.
ASTA will run the campaign in partnership with POLITICO, one of the most influential American political journalism outlets that averages 54 million unique visitors each month.
The goal of the campaign, ASTA president and CEO Zane Kerby said, is to get policymakers to understand just how critical advisors are to the travel industry, and to get them to understand that advisors are still very much in need of help as so many segments of the industry remain on hold.
After experiencing technical difficulties, the Small Business Administration was aiming to reopen the
Shuttered Venue Operators Grant (SVOG) application this weekend but it will, finally, reopen on Monday, April 26 at 12 PM ET.
Per the online portal, the SVOG program was established by the Economic Aid to Hard-Hit Small Businesses, Nonprofits, and Venues Act, and amended by the American Rescue Plan Act. The program includes over $16 billion in grants to shuttered venues, to be administered by SBA’s Office of Disaster Assistance.
Submissions will be reviewed on a first-come-first-served basis. Venues that have lost 90% or more of revenue will take priority over the first two weeks, followed by venues that have lost 70% or more revenue over the next two weeks, and so on.
