Its only been open for six weeks but people who live near the Navigation Center say its already become a magnet for tents and drug user. Now there is an effort to block additional shelters throughout the city. Amber lee is live along San Franciscos waterfront. Reporter a neighbor to this new Navigation Center tells me he supports the new measure, limiting the number of Navigation Centers and where they should be located. He tells me this new center has attracted more Homeless People into the area. This controversial waterfront Navigation Center along San Franciscos embarcadero has been up and running since december 20th. A neighbor said he just learned that someone died at this Navigation Center. He showed us this Critical Incident report, it reads there was a person in the restroom deceased.
