Next week’s U.S.-Philippines-Japan summit comes against the backdrop of heightened tensions between Manilla and Beijing in the South China Sea, known as the West Philippines Sea in the Philippines. Last month alone saw two incidents of China’s so- called “gray zone” activities, with Chinese ships colliding with Philippines Coast Guard vessels on March 5 and blasting a Philippines supply boat with a water cannon on March 23. These disputes in the West Philippines Sea an issue on which U.S., Japanese and Philippine interests closely align will feature prominently when President Joe Biden, Philippine President Ferdinando Marcos Jr. and Japanese Prime Minster Fumio Kishida meet in Washington on April 11.
Senior Biden administration officials are back in the Pacific Islands region this week. Once a seemingly far-flung corner of the globe, the United States has in recent years prioritized engagement to counter China’s foothold in a region Washington long neglected. Secretary of Defense Lloyd Austin is the first U.S. defense chief to visit Papua New Guinea, where Secretary of State Antony Blinken went in late May and signed a bilateral defense cooperation deal. Meanwhile, Blinken is Tonga this week to open a new U.S. embassy in the island nation. The top U.S. diplomat will also visit New Zealand before heading to Australia where he will be joined by Austin for the annual Australia-U.S. Ministerial Consultations.
Philippines President Ferdinand Marcos, Jr. is in Washington this week, capping off a period in which Washington-Manila ties have seen a sharp turnaround. During former President Rodrigo Duterte’s six-year tenure, he sought to align Manila closer with Beijing, but with ultimately little to show for it. Since taking office last June, Marcos has moved to reverse course, dramatically deepening the 70-year-old U.S.-Philippines security alliance amid China’s increasingly coercive actions in the South China Sea. It is expected that Marcos and President Joe Biden will announce this week plans for stepped up military coordination.
President Joe Biden will host leaders of Pacific Island countries for a summit at the White House from September 28-29, the latest U.S. effort to strengthen ties with a region that is increasingly the focus of competition between China and the United States and its partners. While China is a major force behind the United States’ effort to reengage with the Pacific Islands, strategic competition has also reawakened Washington to its fundamental interests in the region, which have existed for many decades, and long predate the current era of U.S.-China rivalry.
