Syracuse, NY Garrett Monds should know better. And he knows it.
He’s now targeted two Walmarts, two colleges, the mall and a warehouse.
For the first five incidents, Monds got 2 to 6 years in prison and was paroled after two years. After his most recent arrest, in July 2020, Monds is going back to prison for 3 1/2 to 7 years on an unlawful surveillance charge.
At sentencing Wednesday, Monds portrayed himself as someone who simply couldn’t control himself.
“I apologize,” Monds said. “I really want to work on myself. I know that this is getting a lot of attention all over the place. It’s really making me understand how my decisions have embarrassed the victims and my family.

Syracuse, N.Y. - A repeat sex offender could spend up to seven years in state prison.
30-year-old Garrett Monds pleaded guilty to unlawful surveillance after he recorded women in a public bathroom for a 6th time.
Monds most recent offense took place at the Walmart in East Syracuse.
Monds has done the same thing in women s restrooms all across Onondaga County.
He was sentenced to 3 1/2 to 7 years.
