Mr. Hatch mr. President . The presiding officer president pro tempore, the senator from utah. Mr. Hatch the senate is not in a quorum, right . The presiding officer the senate is not in a quorum call, senator. Mr. Hatch mr. President , i represent a generation of lawmakers brought up on the principles of bipartisanship and compromise. And i believe that these very virtues of the key to my success as a legislator. By putting these principles in practice as chairman of the finance committee, i was able to pass more than 40 bills sent to law during the last congress. And by working with my friends across the aisle over many decades of Public Service, ive been able to pass more legislation than anyone alive today. Mr. President , i draw from these personal experiences to illustrate a simple point. In an era of endless gridlock and increasing polarization, there is no alternative to civility and healthy debate. We would do well to remember this in light of the frustrations we have all felt
The presiding officer the senate will come to order. Mr. Menendez [inaudible] and after having had the benefit of having a hearing on the pipeline ive decided to oppose this bill for four basic reasons. First, on the bill i am deeply concerned that if approved, this pipe lynn will be the first of many pipelines opening one of the largest sources of carbon on earth to exploitation. Second contrary to what many believe, im convinced this pipeline will simply not enhance, help, or in any positive way improve our energy profile. Third, in my view, it is completely absurd for congress to take the role of permitting pipelines. It is a role we have never assumed and should not assume now. And, fourth, i believe its ridiculous that our republican colleagues insist on language banning Eminent Domain for National Parks legislation but oppose it when it comes to foreign or private projects like keystone. Furthermore, mr. President we cannot underestimate the Environmental Impacts of this pipeline
He never forgot, and he used to tell my brother and me how it felt watching this young man get loaded onto trip trains, knowing that many would never return home. After he died, many years later, i received an outpouring of letters and photographs from some of the men he had trained if it served and returned home, and built lives and families of their own. I just couldnt believe that that experience, being yelled at by my father, was so formative for them it and i was so glad to hear, frankly. I saw the same sense of dedication and duty when, as first lady and then as senator from new york, i visited with servicemembers and their families all over the world. Then i was honored to serve on the Armed Services committee and to work closely with men and women throughout this building, and in particular with secretary mchugh who would become a great partner with me on the half of our military bases and personnel in new york.
