据美国政治新闻网站Politico 7月8日报道，这是针对美国探索频道（Discovery of the US）旗下的TVN24发起的一项立法，该频道正在申请延续9月到期的广播许可证。
据报道，TVN24是波兰收视率最高的频道之一。该频道经常报道波兰的腐败丑闻、与欧盟的紧张关系等负面新闻，从而激怒了波兰政府。波兰法律与正义党一直认为，外资媒体扭曲了公众舆论，不符合波兰的国家利益。
另据路透社7月9日报道，波兰广播监管机构负责人表示，TVN24违反了媒体公司的外资所有权规则，监管机构在是否为该电视台的广播许可续期一事上存在分歧。
