Research: Debate on levelling up is far too simplistic | Local Government Chronicle (LGC)

The national conversation on ‘levelling up’ should move on from “simplistic” dividing lines between north and south and towns and cities, research argues. The Legatum Institute study says such “crude distinctions” gloss over “the considerable variation that exists both between and within regions”. It also says many important factors that help create prosperity are being overlooked by an overly narrow focus on GDP, infrastructure and transport. Other important things to consider include “the safety and security of communities”, people’s physical and mental health, the conditions for local business, social capital and the effectiveness of local governance, claims the report.

The Legatum Institute has published the UK Prosperity Index revealing the prosperity of every local authority and highlighting considerable variations between regions. The institute uses traditional indicators such as infrastructure and transport alongside the safety and security of communities, people’s physical and mental health and the conditions for local enterprise as measures for its index. Overall Bolton ranks 330th out of 379 local authorities with a particular poor rating for safety and security, based largely on crime figures.

The region only comes in at 14th out of 15 UK regions in the index which will be used to track the Government’s levelling-up agenda and hold decision makers to account for improving the prosperity of all regions of the UK.
