In isolation. We are working with the Behavioral Health system, and as i said time and time again there is a real issue around equity. Around those 4,000 people that we know we are not serving properly, 35 of them are africanamerican. We need to call out the injustices in these systems and make deliberate investments in targeting the population that continue to get left out when we propose new solutions to support the communities that we know are most vulnerable. So we are going to be making deliberate investments around making sure that africanamericans are supported as we move this process forward. [ applause ]. Mayor breed i want to thank dr. Colfax because you have been doing the difficult work of managing the system with the resources that you have and not necessarily getting the support that you need to do it and that change starts today. Mayor breed hello, everybody. Im london breed. Im mayor of the city and county of San Francisco, and i am so excited to be here today. We all know that there is a real crisis in our city, and i know that we hear that word used on a regular basis. But in this particular case what we see happening with those who are struggling with Mental Illness and Substance Use disorder and chronic homelessness is something that we see every day and we need to take aggressive action to address that issue. I am standing here with supervisor Hillary Ronen and mandelman to announce that even though we have had two competing measures, we have come together to do what is in the best interest of this city to introduce today at the board of supervisors a compromise that is going to help us address the most significant problem in our city. That time when we can send a Clinical Team out, when we can meet with people where they are. Most of this happens after the hours again of bhac, and we need to adjust our services to respond to the needs of these highestrisk, highestneeds people. And i think i should have mentioned the drug sobering center. These are other 24 7 facilities which this Response Team could take people to and get them the help they need. Through the chair, i just think its important to talk about how this team is distinct from the h. O. T. Team and the e. M. S. I know it feels like a lot of teams, but we fought to make sure that the language requires coordination amongst all of these teams. They really do have distinct roles. So the h. O. T. Team is not supposed to be experts on Behavioral Health. Their mandate is to outreach and engage with people who are experiencing homelessness. Lets remember, not all people experiencing homelessness have Mental Health or addiction issues. So they are they have another
I wanted to agree with you on that point. Good. Thank you. And then im curious on so we have a lot of outreach going on in the city. We have ems6 going out and d. P. H. And teams going out. For this 4 to 6 Million Investment that were anticipating now, and i think it could be well more than that, the thing i was bringing up in the Meth Task Force conversation and that i think is intended in the legislation is a real transformation in what both the people who are in distress on the streets and san franciscans who are confronting people in distress on the streets in our response. As supervisor ronen said, many of us have gotten to the point that we are so regularly encountering people who are meth inebriated or on the verge of psychosis or in psychosis, we walk around and avoid, but we dont imagine there is anything we can do to improve this persons life. I think San Francisco dials 911 on folks in need less than we should, but thats not really going to generate a change in both the expe
