My name is heather connelly, senior vicepresident here at ciss, that looks under europe and the arctic. And we could not be more pleased that you have joined us today. We are going to tell you about a report that we here at the center have been working on for the last, over a year and a half in close cooperation and partnership with the center for the study of democracy in sofia, bulgaria.
