Perdana Menteri Kim Boo-kyum mengumumkan keputusan tersebut pada hari Jumat (09/07) dalam sebuah rapat mengenai tanggapan COVID-19 di Seoul.
Dikatakan bahwa pemerintah akan terus menerapkan larangan di fasilitas-fasilitas hiburan malam, seperti klub dan bar, serta menunda pelonggaran peraturan karantina bagi orang-orang yang telah divaksinasi.
Di bawah Level Empat, pertemuan pribadi atas lebih dari empat orang di larang sebelum pukul 18.00 dan maksimal 2 orang setelah pukul 18.00.
Semua acara dan demonstrasi akan dilarang kecuali aksi protes 1 orang, sementara para partisipan lain dalam acara seperti pernikahan dan pemakanan akan dibatasi untuk keluarga dekat dan kerabat yang diizinkan hadir.
