shepard: new concerns now over a big government loan to a company but this time we are not talking solyndra. the republic congressman darrell issa is asking the energy department to explain a loan of more than $700 million to a russian company. that money to expand the company s steel plant in michigan. according to congressman issa the company was all set to go ahead with the project without help from taxpayers. we are told the company s ceo is one of the wealthiest people in all the world. of course, all that follows that solyndra case in which the government loaned half a billion dollars to a company that went belly up and left taxpayers on the hook. mike emanuel on capitol hill tonight. if you can explain for us why congressman issa appears to be so concerned. well, shep, congressman issa
