THE government will soon be tapping retail investors to address its budget deficit, the Finance department said on Friday, with the Bureau of the Treasury (BTr) targeting to issue a 30th tranche of retail Treasury bonds (RTBs) in the first quarter as part of plans to borrow P2.46 trillion this year.
