All councils across England and Wales will soon be able to apply to the Department for Transport to take minor traffic offence enforcement away from the police and issue fines themselves.
While fines of up to £70 can be applied for such offences, councils will be forced to offer discounts for PCNs that are paid early - usually within 14 days of being issued.
