DHHS officials had visited the home of 3-year-old Makinzlee Handrahan months before she was killed on Christmas Eve, suspecting her mother's boyfriend, Tyler Witham-Jordan, was abusing her, according to the affidavit.
Last year, 3-year-old girl Makinzlee Handrahan died on Christmas Day. The boyfriend of Makinzlee’s mother has been arrested in connection to her death.
