First, I agree more smart justice is needed.
Second, the lack of programs in the state system is mainly caused by a lack of funding. This is enhanced by the large prison population.
As a legislator from Sarasota I sat on the Criminal Justice Subcommittee and the Justice Appropriations Committee. Gov. Rick Scott refused to submit a budget that would provide enough funds for this revolving prison door.
Therefore work release, re-entry programs, drug rehab, etc., continue to be lacking.
Third, I sponsored the bill allowing first-time juvenile offenders to receive civil citations.
Fourth, much responsibility for reducing incarcerated populations, and therefore the crime rate, belongs to local officials.
