Elles sont donc soumises depuis 2005 au système communautaire d’échange de quotas d’émission. Selon ce mécanisme, le niveau total de certains gaz à effet de serre est plafonné et, dans les limites de ce plafond, les entreprises achètent ou reçoivent des quotas d’émission qu’elles peuvent échanger avec d’autres entreprises. Mais, pour que celles-ci restent concurrentielles hors Europe, l’UE cède gratuitement une grande part de ces quotas.
