good evening. i am erin burnett. out front tonight, help is here. those are the words exactly of president biden who marks his 50th day in office with a major legislative victory. his massive relief bill is heading to his desk after passing the house today. this represents a historic victory for the american people. everything addresses a real need with investments to fund our entire vaccination effort. i meant trillion. $1.9 trillion is the price tag here, the second most expensive relief bill in american history behind the $2 trillion bill signed a year ago under president trump. if you ask how much the united states earmarked for covid relief, roughly $5 trillion. we upped the national debt by 33% in one year. borrowing a total amount of money almost equivalent to the gdp of japan. here is what does not add up. republicans s voted for what is the most expensive bill in history. now only that it is joe biden s bill they balked at the price tag. every democrat but one vo
everything we had in this bill. and i believe, and i think most people do as well, this historic legislation is about rebuilding the backbone of this country and giving working people in this nation, middle class folks a fighting chance. that s what the essence of it is. now, this signing today comes exactly one year after the world health organization declared the covid-19 outbreak a pandemic that has since claimed nearly 530,000 american lives. it has crippled the economy and really changed life as we all know it. tonight, the president will assess where the country has been and chart our path forward in his very first prime time address. and our cnn senior white house correspondent phil mattingly is with me with more on that in just a second. but we know the president was initially planning on signing this thing into law tomorrow. why the change? they got the bill.
