２０１３年７月の豪雨によって津和野町名賀で発生した土石流の爪痕
県砂防課によると、島根は花こう岩が風化した真砂土や火山噴出物など土砂災害が起きやすい特殊土壌地帯に全域が指定される全国５県の一つ。土砂災害警戒区域（イエローゾーン）は全国３番目に多い。うち土石流の警戒区域は４割以上の１万３２４２カ所に上り、広島に次ぎ２番目だ。
一方、対策が必要とされている危険箇所の整備率は１９％（２０２０年度末）にとどまる。同課企画防災グループは「土壌のリスクが高い上、山間部の谷間の集落が多いため危険箇所はどうしても膨らみ、整備が追いついていない」とリスクを説明する。
