In January, the U.S. Environmental Protection Agency and the Department of the Army announced they were defining the Waters of the United States rule with the Navigable Waters Protection Rule. This provided a clear definition as to which waters are under federal jurisdiction and which are under state and tribal control. The Navigable Waters Protection Rule reduced federal jurisdiction over nontributary waterways and wetlands.
