That is the accounting that the faa has in the current budget. As much as we wish it would the budget picture will not change we will see more and more spending restraint with the impact of sequestration and layoffs with onagain and offagain stock in star funding from continuing resolutions. That is what the faa is confronted with nobody could or would bill the major new Technology Projects with those types of challenges.
