Born on March 15, 1925, in Los Angeles, Mr Fay was a 79-year resident of Ventura County. He graduated from Ventura High School in 1943 and later attended UCLA and Loyola Law School, graduating in 1950. He enlisted in the Army Air Corps as an aviation cadet in February 1943 and went into active service in June after graduating high school.

He served in England with the 466th Bomb Group of the 8th Air Force as a B-24 heavy bomber lead navigator and flew 20 missions over Germany. He was awarded the Air Medal with two Oak Leaf Clusters and Battle Stars for the battles of the Ardennes, Central Europe and the Rhineland. He was also inducted into the Caterpillar Club, presented to those whose life was spared because of an emergency parachute jump from an aircraft in February 1945 - leaving him one of two or three survivors.

Monday, Hennepin County Attorney Mike Freeman declined to charge nine Minneapolis police officers in the December 2019 fatal shooting of Chiasher Vue.
According to the BCA, officers were called to a home in the area of 3100 Thomas Avenue North on Dec. 15, 2019, after a 911 call about a man carrying a knife and shooting a gun inside of the home.
Authorities said several family members escaped the home unharmed, but one remained inside and wasn t injured.
When officers arrived, they made contact with the man, later identified as 52-year-old Chiasher Fong Vue, by phone and by speaking through an interpreter. Police said officers tried to convince Vue to leave the home, but after he briefly came to the front door, he went back inside and returned to the doorway with a rifle.

Hennepin County Attorney Mike Freeman said the officers use of deadly force was necessary, proportional, and objectively reasonable.

Minneapolis police officers who fatally shot an armed man in north Minneapolis last year will not be charged, Hennepin County Attorney Mike Freeman announced Monday.
Police shot Chiasher Vue on Dec. 15, 2019 on the porch of his north Minneapolis home. Vue was taken via ambulance to the hospital, where he died from his injuries.
