djohnson@mojonews.com LISBON A couple which recently relocated to East Palestine have been charged again after small children in their care were reportedly found roaming unsupervised. An April 8 preliminary hearing was set for Kierra Danea Raynes, 23, East Main Street, East Palestine, who is charged with a fourth-degree felony endangering children after East Palestine Fire Chief Josh Brown reportedly found her two children, ages 2 and 3, roaming outside unsupervised on Thursday. According to court documents, the temperature was about 23 degrees. One child was completely naked and the other child was wearing a child’s skirt and a dress with a shirt over the top of it with mismatched shoes. The 2-year-old had what appeared to be a large burn area on her stomach and upper leg, which an EMT described to police as appearing to be a chemical burn.
