Officers say 23yearold sylviille smith had a gun in his hand when he turned toward an officer. Thats when police shot him. The chief revealed the officer who shot smith is african american. The officers name has not been released. Joyce he is on administrative leave during the investigation. And that investigation is being led by the Wisconsin Division of criminal investigation.
