The Board of Carroll County Commissioners on Thursday unanimously approved a $1.5 million loan from the Maryland Shelter and Transitional Housing Facilities Capital Grant Program for the relocation and renovation of a family shelter in Westminster. If operated for 15 years, no loan repayment is required.
