A zoning category approved in 2019 to encourage development along primary routes into downtown Rochester could be stifling development, including affordable housing efforts.
The Transit Oriented Development Zones along Broadway Avenue, Second Street Southwest and Fourth Street Southeast limits the length of a building to 150 feet, which Community Development staff has determined limits options.
“We’re proposing to double that and have the maximum of 300 feet,” said Molly Patterson-Lundgren, the city’s heritage preservation and urban design coordinator.
