transfer payment, a welfare payment, if you will, to people who have no tax liability. republicans refused to go along with that in this bill and instead insisted on a cut in the payroll taxes which is giving people back money that they will already paying in taxes. fundamental principle but i thought it was interesting the president claimed it as a success. if you look at bsh tax cuts, the idea that you re going to allow small businesses to immediately expense all of their investment in plants and quilt and the use of the payroll tax cut in lieu of the president s making work pay, all of those show this is more towards republicans. the democrats got the extension of u.i., the unemployment insurance they wanted, but for example, that s roughly $57 billion over the next year, the extension of all of the bush tax cuts by itself will be $90 billion over 2011. so even in this one provision, it sort of outweighs what they got. to your point, republicans seemed to get what they initially p
