RICHMOND — Members of the Richmond Town Council are poised to adopt a policy change that, if enacted, would place added priority on promoting board alternates when sitting members resign.
RICHMONDÂ â The townâs Planning Board will reopen a public hearing into the development of an 8-unit residential subdivision along Carolina Nooseneck Road after the State Housing Appeals Board remanded the proposal for further consideration of approval.
Members of the Planning Board, acting on the advice of Town Solicitor Karen Ellsworth, voted to reopen the hearing into Highlander Estates development on May 25. Board member Travis Putnam, who was not yet appointed when the application was presented and voted on by the board, abstained.
Ellsworth told members of the board Tuesday evening that based on concerns presented by the stateâs appeals board, members of the Planning Board should consider approving the most recent application as a comprehensive master plan for the property or risk having the decision overturned.
RICHMOND â The Town Council has appointed developer William McIntosh IV to the Planning Board, despite a cautionary memo from Town Solicitor Karen Ellsworth warning that McIntosh, who is currently appealing a Planning Board denial of his proposed project to the Rhode Island State Housing Appeals Board (SHAB), could encounter ethics or conflict of interest issues.
The vote at Tuesdayâs meeting to appoint McIntosh was 3-2, with council President Nell Carpenter, Vice President James Palmisciano and member Lauren Cacciola in favor and Richard Nassaney and Ronald Newman opposed.
McIntosh, who currently serves on the the townâs Economic Development Commission, touted his background as a builder and developer, telling the council that the Planning Board needed a member who understood developers.
