The Town of Payson has limped along putting bandages and duct tape on its aging fleet until now that 65% of its vehicles have a decade or more under their (timing) belts.
Those older vehicles arenât known for their reliability, have costly repairs, and use more fuel than newer cars, the Payson council discovered during a late March work study.
But new cars eat up huge chunks of the townâs budget so, Town Manager Troy Smith had an idea â replace all the vehicles through the Enterprise Government Fleet Vehicle Management program.
âIâve done this in a previous place I worked,â he told the council.
Schinstock and Nossek have so far attended two council meetings.
The two bring different points of view to a council, as the only councilors still working.
Nossek along with his wife, Janet, have owned and operated Payson Physical Therapy since 1994.
Schinstock has worked as a government contractor, testing programs for the last 14 years. Prior to that, she was a budget analyst. Her husband is the superintendent of the Payson Hot Shots.
The two have a long history of volunteering.
Nossek volunteered in the schools as a coach and as the head of the high school sports medicine program. He served on the Payson Parks and Recreation board and in his churchâs leadership. He also volunteers at the Payson Christian Clinic.

Payson has seen an uptick in building during the dark days of the pandemic, with plans already submitted for 400 new homes and a proposed annexation that would add another 825 dwellings.
The just-submitted plans to annex a vast track of land at the end of Doll Baby Road would add up to 825 homesites to Paysonâs housing inventory. State law allows developers to negotiate for zoning before bringing property into town boundaries.
The new project was revealed during Town Manager Troy Smithâs town status report during last weekâs council meeting. The figures show that in commercial and residential construction the pandemic did nothing to cool the building boom in Rim Country.
