Authorities say eight people were killed when two suspected smuggling boats overturned off the coast of San Diego, and crews were searching for at least seven additional victims.
The first San Diego lifeguards to respond were not able to access the beach because of high tide, and ended up wading north through knee- to waist-deep water, officials said.
