Isolated projects approach and i am wondering if you could talk about cumulative impacts as it impacts a neighborhood like this because he is making the argument in some ways i think one of his own ones that the socalled quirky fanciful Corona Heights neighborhood is being rapidly changed by these projects but planning is looking at it as a drop in the bucket of projects. I wouldnt say we considered things relative to whether or not theyre a drop in the bucket. What ceqa requires us to do in regards to these impacts and look at whether the impacts in combination with other past, present and reasonably foreseeable future projects would result in Significant Impacts overall, even if an individual project doesnt have Significant Impacts and then if there are overall Significant Impacts we have to look at whether an individual project under consideration is making a considerable contribution to that so that is how we handle the issue of cumulative impacts. Marvins wife was not comfortable given the acrimony unfortunately that occurred at the neighborhood meetings and she is not comfortable moving into the neighborhood. As you know know the district is 800 to 1200 feet away and three to four football fields away and pointed out by supervisor tang even if the lot was in the special interim district you created it may create a conditional use permit but it doesnt increase the amount of Environmental Review and the Planning Department doesnt feel that the review through a conditional use permit would have turned out any differently than the Environmental Review through the discretionary review hearing that was held and i think thats important to keep in mind.
