St Lawrence County bridges in Russell, Fowler ready for construction

CANTON — With agreements approved and contracts awarded, two St. Lawrence County bridges are ready to be rehabbed this year. The county Board of Legislators’ Finance Committee on Monday night unanimously passed three resolutions related to planned work for the County Route 27 bridge in Russell and the Island Branch Road bridge in Fowler. The two plans fall under the county’s ongoing Bridge Preservation Project, and each moved into the final design and construction phases with approval from the state Department of Transportation late this winter, County Highway Superintendent Donald R. Chambers said. Located just south of Tooley Pond Road in the Russell hamlet of Degrasse, the County Route 27 bridge spans the Grasse River, and the Island Branch Road bridge spans the Island Branch of the Oswegatchie River at the River Road intersection.

For the second year in a row, the Adirondack Council has petitioned for a judicial review of a local all-terrain vehicle law passed by the town of Clare. Filed Nov. 5 in St. Lawrence County, the petition seeks to have the ATV law voided on the basis of three alleged violations of state Vehicle and Traffic Law, the state Constitution and the state Environmental Quality Review Act.

County to support town of Clare in legal defense against suit filed by Adirondack Council

Wednesday, December 9, 2020 - 5:34 pm St. Lawrence County legislators have voted to let the county attorney and senior highway engineer support the Town of Clare in legal defense against the Adirondack Council. The council is taking the town to court to invalidate a local law opening a portion of Tooley Pond Road for the county’s multi-use recreational trail system. The board voted on the measure during their Monday, Dec. 7 meeting. It allows up to $7,500 in legal assistance from the county, half of the town’s anticipated $15,000 legal bill for their defense in court. The resolution legislators approved notes that the county did an environmental review on the trail system back in 2010, and the board determined the trails constituted a “resource management plan” as defined in state law.
