On Thursday, News 3 obtained a letter written by City Manager Tonya Chapman accusing Mayor Shannon Glover and Councilman Bill Moody of disrespecting her and creating a hostile work environment.
In a letter addressed to the mayor and council members on Oct. 7, Chapman detailed a slew of incidents of “insolent behavior, disparate treatment, apparent bias and disparaging comments” from Mayor Shannon Glover and Councilman Bill Moody since her appointment in June.
