Ocean County Prosecutor Bradley Billhimer announced Monday that David Giordano, 36, is charged this time with Terroristic Threats and False Public Alarm after allegedly uploading a series of videos to YouTube that included threatening to turn Toms River Town Hall and the Ocean County Justice Complex upside down .
Prosecutor Billhimer explains that the charges against Giordano have been upgraded from third to second degree crimes because they occurred during a declared State of Emergency.
