North Carolina lawmakers have finalized one bill addressing local governments' power over energy regulation one of two energy bills the legislature could wrap up this week. The bill on its way to Gov. Roy Cooper's desk as of Tuesday would bar cities and counties from adopting ordinances preventing the expansion of certain energy services based on fuel type. The measure already passed the Senate and counters efforts in other states to curb natural gas expansion. Cooper vetoed a similar bill in 2021. This year's measure also addresses how to decommission solar energy projects. Another bill near completion would increase penalties for damaging power stations, spurred by the shootings last year that caused blackouts in Moore County.
