Rovella, Commissioner of the Department of Emergency Services and Public Protection, and Colonel Stavros Mellekas, Commanding Officer of the Connecticut State Police, formally promoted the Troopers in a socially-distanced manner. Lt. Col. Jay DelGrosso, former chief of staff to Department of Emergency Services and Public Protection Commissioner James Rovella, will now command the Bureau of Professional Standards, according to state police. DelGrosso is the former commanding officer of state police Troop E in Montville and served six years with the Stonington Police Department as a patrol officer, youth officer and detective. He has been a state trooper for 21 years and also has worked as commanding officer of the Eastern District Major Crime Squad and commander of the State Police Eastern District, which covers Tolland, Windham, Middlesex and New London counties, according to state police.
