13 May 2021 Compliance A traffic commissioner has refused an application by an operator wanting to run HGVs out of a Peterborough base after failing to convince him it had satisfactory arrangements to maintain vehicles. Sole trader Samuel Githinji appeared before Eastern region TC Richard Turfitt via video link after applying for a licence to run two lorries. Githinji nominated himself to act as transport manager, although the TC noted he was previously transport manager on a licence which was revoked in 2004. In a written decision, Turfitt said the financial evidence provided by Githinji was not sufficient to meet the statutory test and was relying in part on a personal credit card belonging to the applicant’s daughter-in-law.
