UPDATE: Owego Creek in Tioga County remained above flood stage at about 11:40 a.m. at 10 feet (1 foot above flood stage) and is near crest, according to an alert from the National Weather Service s office in Binghamton. The creek is expected to drop below flood stage by 6 p.m.
A flood warning remains in effect until noon for Broome, Chenango, southern Cortland, Delaware, Tioga and northern Sullivan counties.
The weather service reported that between 1.5 and 3 inches of rain have fallen as of 8:22 a.m. While less than a quarter-inch more is expected, that rain is on top of earlier heavy rain and significant snowmelt from last week s storm.
