MASSENA â Village of Massena officials are beginning to look at the best way to use funding theyâll receive as part of the American Rescue Plan Act.
Mayor Timothy J. Ahlfeld said the village is eligible for a total payment of just over $1 million, half of which will be paid this summer, with the second half to be paid in the summer of 2022.
The American Rescue Plan Act of 2021 is a $1.9 trillion economic stimulus bill that was signed into law in March. Within the ARPA, the Coronavirus State and Local Fiscal Recovery Fund provides $350 billion for states, municipalities, counties, tribes and territories, including $130 billion for local governments split evenly between municipalities and counties.
MASSENA â Massena Mayor Timothy J. Ahlfeld says heâd like to resurrect a subject thatâs been dormant for a few years â I-98, or the so-called âRooftop Highway.â
Mr. Ahlfeld says heâs drafted a letter to send out to other municipalities to gauge their support.
âWith all the money thatâs available at the federal level, I thought it might be a good idea to reach out to other municipalities in the tri-county areaâ where the proposed highway was going to be located, he said. âIt was supposed to run from Jefferson County all the way over to Clinton County.â
MASSENA â Massena Mayor Timothy J. Ahlfeld will be meeting with representatives from the state Department of Environmental Conservation next week to discuss what could be done about a failed Grasse River weir, or dam, that, if restored, could create opportunities for waterfront development.
âThey were nice enough to say that theyâd come up and talk. Theyâre going to come to the town hall and weâre going to have a discussion about the weir downtown. I told them I know that thereâs been previous discussions going on for several years here,â he told village trustees during their meeting on Tuesday.
MASSENA â The demolition and removal of an East Orvis Street building that was gutted in a November 2016 fire will have to wait.
Village trustees had advertised for bids for the work. But they received only one response, and trustees said during their Tuesday meeting that the $46,975 quote was too high.
Department of Public Works Superintendent Hassan A. Fayad said that price could potentially go higher because of other costs associated with the project, such as air qualify monitoring.
âSo youâre looking at probably $50,000 for the demolition and removal of that building,â he said.
Code Enforcement Officer Aaron Hardy said he had reached out to larger contractors to try and get more bids, and also sent emails, but was unsuccessful in receiving more than one. Contractors had until July 16 to place their bids.
