Culpeper County Sheriff Scott Jenkins failed to properly train his auxiliary deputies in accordance with his own policy and does not maintain a record of which firearms have been assigned to which volunteers despite a policy requiring it, according to court records and information obtained in a Virginia Freedom of Information Act request.
